Mars: Geology and climate

The giant flood theory happens to work better under conditions in which liquid water is just marginally stable (remember the phase diagram of water).

Remember that Mars' obliquity changes -- this can have an effect on the atmospheric pressure, which in turn can affect whether liquid water is possible on the surface of Mars.
