The giant flood theory happens to work better under
conditions in which liquid water is just marginally
stable
(remember the
phase diagram
of water).
Remember that
Mars' obliquity
changes -- this can have an effect on
the atmospheric pressure, which in turn can affect
whether liquid water is possible on the surface
of Mars.
